“I exhort therefore, that, first of all, supplications, prayers, intercessions, and giving of thanks, be made for all men;”
1 Timothy 2:1

The Bible tells us:
“For he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to execute wrath upon him that doeth evil.” Romans 13:4, read from verse 1
In other words, ideally, God institutes governments to enforce his judgments in society, so what happens when these leaders begin to enact laws that are godless and base? All who live in such societies would be affected, including Christians and so he tells us the end to our praying for authorities is that we can live in all godliness and honesty.
We shouldn’t want a society where ungodliness and dishonesty is the norm and he makes clear such cultures flow from the head; from its leaders.
Jesus called us the salt of the earth, Matthew 5:13; salt preserves, we can preserve the society in which we live by praying for the authority as the word of God has shown against complaining about how bad things are even as everyone slides into judgment for their sinful lifestyle: Ephesians 5:5-6
Learn not to complain, pray instead:
“Do everything without complaining…” Philippians 2:14, ERV
Something can be done and he says it starts from praying for the leadership in that country, remember if your prayer did nothing, he wouldn’t ask you to pray, Psalms 2:8.
